Child Passenger Safety GUIDELINES FOR CHILD PASSENGER SAFETY
ADVOCATE LEVELS

 

New York State takes pride in the fact that its Child Passenger Safety Program is comprised of highly qualified, professional, and dedicated advocates from a wide variety of professional disciplines. The following guidelines were established to help ensure that these advocates maintain the highest level of excellence. The requirements and capabilities regarding responsibilities and activities as stated in the Guidelines have been established as "best practice" recommendations. All Technicians and Technician Instructors are strongly urged to follow these guidelines. It is understood that at times there will be circumstances that will prevent you from meeting all of these requirements.

 

LEVEL 1 Educator

Requirements

  • Attend one 8-hour Child Passenger Safety training class.
  • Stay up-to-date on Child Passenger Safety issues. (NYS CPS Task Force meetings, CPS list-serve, Safe Ride News, NHTSA planners, SAFE KIDS, etc.)

Capabilities

  • Provide basic one-on-one education to families on correct use/misuse.
  • Can assist a technician (Level 3) in operating a child safety seat distribution program.
  • Provide presentations to parent classes, community groups, etc. on basic child passenger safety concepts.
  • Perform "Recorder" duties at Child Safety Seat Check Up events.

 


LEVEL 2 Practitioner

Requirements

  • Attend one 16-hour Child Passenger Safety training class. (Operation Kids, Buckle Up Kids or Saving Kids Injury Prevention (SKIP) or Fit-4-A-Kid curriculum)
  • Stay up-to-date on Child Passenger Safety issues. (NYS CPS Task Force meetings, CPS list-serve, Safe Ride News, NHTSA planners, SAFE KIDS, etc.)
  • Participate in at least 2 Child Safety Seat Check Up events per year.

Capabilities

  • Provide basic one-on-one education to families on correct use/misuse.
  • Can assist a technician (Level 3) in operating a child safety seat distribution program.
  • Provide presentations to parent classes, community groups, etc. on child passenger safety concepts.
  • Perform "Checker" duties at Child Safety Seat Check Up events under the supervision of at least one Senior Checker. (Level 3 or 4)
  • Assist Technician at fitting station.

 


LEVEL 3 Technician

Requirements

  • Maintain a current National Child Passenger Safety Technician Certification with AAA. (Requires annual re-certification)
  • Stay up-to-date on Child Passenger Safety issues. (NYS CPS Task Force meetings, CPS list-serve, Safe Ride News, NHTSA planners, SAFE KIDS, etc.)
  • Attend the annual Tri-State Child Passenger Safety Technical Conference. (see below)
  • Keep the Governor's Traffic Safety Committee informed of any changes that occur in your status as a Technician. (Also, address, phone, fax, e-mail changes, etc.)
  • Participate as a Senior Checker or Checker in at least 3 Child Safety Seat Check Up events per year or work at least 18 hours per year at a fitting station.
  • Notify the Governor's Traffic Safety Committee at least 6 weeks or as far in advance as possible of any training workshops scheduled in New York.
  • Provide the Governor's Traffic Safety Committee with copies of class rosters and instructor evaluations of all training workshops conducted in New York.
  • Submit an annual report of activities to the Governor's Traffic Safety Committee.

Capabilities

  • Provide one-on-one education to families on correct use.
  • Operate a child safety seat distribution program.
  • Provide presentations to parent classes, community groups, etc. on child passenger safety.
  • Perform Checker and Senior Checker duties at Child Safety Seat Check events.
  • Conduct installations at fitting station.
  • Conduct 8 and 16-hour CPS training workshops.

 


LEVEL 4 Technician Instructor

Requirements

  • Maintain a current National CPS Technician Instructor Certification with AAA. (Requires annual re-certification)
  • Stay up-to-date on Child Passenger Safety issues. (NYS CPS Task Force meetings, CPS list-serve, Safe Ride News, NHTSA planners, SAFE KIDS, etc.)
  • Attend the annual Tri-State Child Passenger Safety Technical Conference. (see below)
  • Keep the Governor's Traffic Safety Committee informed of any changes that occur in your status as a Technician Instructor. (Also, address, phone, fax, e-mail changes, etc.)
  • Notify the Governor's Traffic Safety Committee at least 6 weeks or as far in advance as possible of any training workshops scheduled in New York.
  • If Lead Instructor, provide the Governor's Traffic Safety Committee with a copy of the class roster from the CPS training workshop you've conducted in New York within a week from the last day of the class.
  • Participate as a Senior Checker in at least 3 Child Safety Seat Check Up events per year or work at least 18 hours per year at a fitting station.
  • Conduct at least 16-hours of NHTSA CPS Certification workshop training per year.
  • Submit an annual report of activities to the Governor's Traffic Safety Committee by December first.

Capabilities

  • Provide basic one-on-one education to families on correct use/misuse.
  • Operate a child safety seat distribution program.
  • Provide presentations to parent classes, community groups, etc. on child passenger safety.
  • Perform Checker and Senior Checker duties at Child Safety Seat Check Up events.
  • Conduct installations at fitting station.
  • Conduct 8 and 16-hour training workshops.
  • Conduct NHTSA CPS Technician Certification training workshops.

 

Tri-State Child Passenger Safety Technical Conference

This conference is a joint effort among New York, New Jersey and Connecticut, to increase the level of knowledge and competence of our educators, practitioners, technicians, and instructors who are actively engaged in child passenger safety arenas, including education, inspection, program management, enforcement, car seat development, distribution, and special needs passengers. This is an opportunity for those who cannot attend the national conference to meet the vehicle and car seat manufacturers and government and regulatory officials who will offer the latest information and technology for child passenger safety. It also is a chance to network with others in the tri-state area, to share information and ideas.

It is not mandatory to attend this conference, but it is highly recommended that you do so for re-certification purposes, as well as, to remain current in the ever-changing arena of child passenger safety.
